Updated November 07 2023

As per the 2021-2023 Immigration Levels Plan of Canada, more than 4 lakh immigrants are to be welcomed by Canada annually. Of the 401,000 overall planned permanent resident admissions in 2021, a majority – that is, 108,500 – are to be federal skilled that are to be inducted via the federal Express Entry system. Another 80,800 are expected to gain their Canadian permanent residence in 2021 through the Provincial Nominee Program [PNP]. Quebec, on the other hand, will be welcoming around 47,500 newcomers in 2021. In January 2021, regular draws – provincial as well as federal – were held throughout the month. The province of Quebec too held an Arrima draw towards the end of the month. [I] Federal Draws in January 2021 A total of 4 Express Entry draws were held by Immigration, Refugees and Citizenship Canada [IRCC] in January 2021. No all-program Express Entry draw was held this month. IRCC held program-specific draws instead, alternating between those with a provincial nomination through any of the Express Entry linked PNP streams and those with Canadian experience [that is, eligible for the Canadian Experience Class or CEC]. Express Entry Draws held in January 2021 – 4 Total ITAs issued by IRCC in January 2021 – 10,000

Sl. No. Draw No. Invited Date of Draw CRS cut-off ITAs issued For details
1 #171 PNP January 6, 2021 CRS 813 250 Canada holds first Express Entry draw of 2021
2 #172 CEC January 7, 2021 CRS 461 4,750 Express Entry: 4,750 invited with Canadian experience
3 #173 PNP January 20, 2021 CRS 741 374 Express Entry: 374 invited with a PNP nomination
4 #174 CEC January 21, 2021 CRS 454 4,626 Canada holds second Express Entry draw within 2 days

[II] Provincial Draws in January 2021 Each of the provincial pathways to Canada PR specifically targets a specific class of immigrants. As per IRCC, the PNP is for workers that have –

  • The education, work experience and skills required for being able to contribute to the economy of a particular province or territory,
  • The intention of living within that province or territory, and
  • An intention of taking up Canada PR.

Provinces and territories that operate a PNP can nominate individuals through either – [1] paper-based application process for ‘base’ nominations, or [2] electronic application [e-application] process for Express Entry linked ‘enhanced’ nominations. A provincial nomination fetches an Express Entry candidate 600 additional points towards their Comprehensive Ranking System [CRS] score. Hence, a PNP nomination is a guarantee of the individual being invited to apply for Canada PR in the subsequent Express Entry draw. [II] Provincial invitations  [A] By Quebec Quebec has invited a total of 95 immigration candidates in Arrima draw held on January 26, 2021. This is the 14th Arrima draw to be held by Quebec.
