provincial pathways to Canadian immigration

The Federal Express Entry Program is the most popular immigration program for Canada right now. The Express Entry system uses the Comprehensive Ranking Score (CRS) to rank applications in the Express Entry pool. Highest ranking applications selected in pool draws receive invitations to apply for Canadian Permanent Residency.

Is your application in the Express Entry pool and you still have not received an Invitation yet? Have you considered applying for Provincial Nominee Programs?

The Provincial Nominee Programs (PNPs) allow participating provinces and territories in Canada to nominate applicants who wish to immigrate to the country. Applicants who are successful in obtaining a provincial nomination get an additional 600 points on their CRS. Thus PNPs can provide a valuable pathway to Canadian Permanent Residency.

Here is a look at the various PNPs in Canada:

1. Alberta: To apply under the Alberta Immigrant Nominee Program, you must have your profile in the Express Entry Pool. As of 14th June 2018, AINP will nominate a limited number of candidates from the Express Entry pool directly.

Since your application should be in the EE pool, you have to meet the eligibility criteria or either the FSWP, CEC or the FSTC.

The AINP is currently issuing NOIs (Notifications of Interest) to selected candidates, as per CIC.

2. British Columbia: To be eligible for the BC PNP you must have an offer of employment supported by an LMO (Labor Market Opinion) from an employer in BC. The job should be in NOC 0, A or B category.

The province of BC is currently accepting applications.

3. Manitoba: To claim eligibility for Manitoba PNP, the candidate must have a support in Manitoba in the form of a friend or family member. The supporter must be a Canadian citizen or PR and should have been living in Manitoba continuously for the past one year. The supporter should also be able to support the candidate’s settlement plan.

The candidate should also have one-year full-time work experience in the recent 5 years.

For occupations falling under NOC category O, A, B, an IELTS score of CLB 5 is required. Occupations listed under NOC category C and D would require an IELTS score of CLB 4.

Eligible candidates would also need to have their education recognized by Educational Credential Assessment.

Manitoba is currently accepting applications for its Provincial Nominee Program.

4. Nova Scotia: Nova Scotia has launched a new stream on 8th August 2018 targeting early childhood educators. More occupations would be added in the future. Eligible candidates should have a positive Education Credential Assessment. They also need to have at least one year full-time work experience in any one of the 16 occupations on the Nova Scotia occupations in-demand list. Candidates should also have a score of CLB 7 on IELTS or an equivalent on CELPIP.

Eligible candidates would need to meet the FSWP criteria and hence should be able to score 67 points on various parameters like age, education, work experience, language proficiency etc.

Nova Scotia is currently not accepting applications.

5. Ontario: The most popular stream under the Ontario Immigrant Nominee Program is the Human Capital Priorities Stream. To be eligible under the same, candidates must have their profiles submitted to the Express Entry pool. Candidates should also have an education equivalent to Canadian bachelors. Eligible candidates would also be required to demonstrate their language proficiency in either English or French with a score of at least CLB 7. Candidates applying under this stream are expected to have an intention of settling down in Ontario permanently.

Ontario Immigrant Nominee Program is currently issuing Notifications of Interests to selected candidates.

6. New Brunswick: New Brunswick PNP is currently only accepting EOIs from candidates who are already employed in NB under its PNP Express Entry Labor Market Stream. It is also accepting applications from candidates who have French as their first language. Candidates will need to prove their French language proficiency by appearing for TEF (Test d’evaluation de Francais).

NB held a job fair on the 10th and 11th of October in London, Canada. Candidates whose occupations were in-demand in the province were able to register for the fair.

7. Prince Edward Island: To qualify for the PEI PNP, candidates must have their profiles in the Express Entry pool. They should also be able to meet the FSWP criteria and hence should be able to score 67 points.

PEI is currently accepting applications for its Provincial Nominee Program.

8. Saskatchewan: The International Skilled Worker-Express Entry and the Occupations In-demand sub-categories under the SINP have begun to use the EOI system post 16th To qualify under the Saskatchewan Immigrant Nominee Program candidates should have a positive ECA and at least one-year work experience in an occupation in-demand. You should also score a minimum of 60 points on parameters like age, education, work experience, English etc. A minimum score of CLB 5 on all 4 modules in IELTS is expected from eligible candidates.

Candidates whose occupation is regulated in Saskatchewan would be required to obtain proof of eligibility for Saskatchewan licensure before applying under the SINP.

The SINP is currently accepting applications.
