Immigrant skills program

It is called "Express Entry" and it became law in January. It's a system that manages applications for permanent residence in Canada for those with job skills that fill a perceived need in the country. Alexander told the business leaders they can get the worker they want by using Express Entry.
“If you can’t find a Canadian to do the job, you can come to us and apply for a Labour Market Impact Assessment and recruit someone through Express Entry to come as an immigrant,” Alexander told those in attendance at the Toronto event.
The minister and his ministry went on record last year saying they intend to bring between 260,000 and 285,000 immigrants into Canada in 2015. Of those, economic class immigrants would, they said, number between 172,100 and 186,700, by far the largest class of immigrant that will gain access to Canada in 2015.

Express Entry to Canada

The government website for Express Entry notes skilled workers wanting to come to Canada can apply to the program electronically. The citizenship and immigration ministry will invite applicants into the program multiple times during the year and invitations will be based on a point system. Applicants will be awarded points based on education, work experience and other criteria.

"Potential candidates can complete an Express Entry profile at any time. Note that there is no deadline to complete a profile and there are no caps on the number of candidates that will be accepted to the pool," the ministry website says.
"Anyone who is accepted into the Express Entry pool could get an Invitation to Apply for permanent residence," the website adds. "Rounds of invitations to invite candidates to apply will take place regularly over the course of each year. We'll only pick top ranking candidates no matter when they were accepted into the pool."
Potential immigrants under the system have a number of programs they can qualify for that will raise the stature of their application, including the Federal Skilled Trades Program, the Federal Skilled Worked Program and the Provincial Nominee Program.
He noted that in most cases the Express Entry system will bring a worker within six months, whereas the more traditional route of gaining entry into Canada takes 12 to 14 months, or more. In the past, he said the system would bring in a "higher-caliber" immigrant to Canada.
“We are recruiting a higher-caliber of economic immigrant than we've ever seen before,” he told media in November. “This (more economic immigrants) is a goal we’ve had for some time. Many provinces already have 70 per cent economic immigration; that’s the aspiration Canada has as well."
